Billion-Dollar Boost Set to Transform Bura Into Kenyaโ€™s Irrigation Powerhouse(Details)

The Government has intensified plans to transform the historic Bura Irrigation Scheme into one of Kenya’s largest agricultural production zones through a multi-billion-shilling investment programme targeting rice and sugarcane farming.

This emerged during a high-level sensitization meeting held in Hola, Tana River County, where Irrigation Secretary Mr. Joel Tanui engaged local leaders and stakeholders on the ambitious investment plan for the Bura Irrigation Scheme.

The consultative forum brought together the County Commissioner, political leaders, representatives from local communities, clan elders, and officials from the National Irrigation Authority (NIA). Discussions focused on the Government’s proposal to attract private investors to support large-scale commercial agriculture across approximately 150,000 acres within the irrigation scheme.

Under the proposed arrangement, investors are expected to inject nearly USD 1 billion into the modernization and expansion of irrigation infrastructure. The planned developments include rehabilitation of canals, construction of modern water distribution systems, drainage improvements, farm preparation works, and the introduction of mechanized farming technologies aimed at boosting rice and sugarcane production.

Speaking during the meeting, Mr. Tanui said the project will play a major role in accelerating irrigated agriculture in Kenya while improving the efficient use of water resources within the Tana River Basin. He explained that the initiative supports the Government’s wider strategy of increasing land under irrigation, enhancing food security, and reducing reliance on imported food products.

According to the Irrigation Secretary, the investment will also strengthen climate resilience by promoting sustainable irrigation systems capable of supporting farming activities even during prolonged dry seasons.

Once fully implemented, the project is expected to generate thousands of direct and indirect jobs for residents and create new economic opportunities for surrounding communities. Leaders noted that the programme could stimulate agro-processing industries, expand market opportunities for local businesses, and improve household incomes across the region.  The initiative is further expected to significantly reduce Kenya’s rice and sugar import bill by increasing local production and strengthening the country’s self-sufficiency in key food commodities.

 

Local leaders welcomed the planned investment, while emphasizing the need for transparency, inclusivity, and active community participation throughout the implementation process. Stakeholders agreed that mapping of settlements and physical planning activities should begin immediately to support orderly development and ensure local interests are protected as investors are brought on board.

The Bura Irrigation Scheme is now poised to become a major agricultural and economic hub capable of transforming livelihoods in Tana River County and beyond.
